George Osborne today finally made crystal clear exactly what he thinks of the green agenda and renewable energy economy - that unless he gets smacked round the head by a spinning wind turbine, which lets face it, may do some good to his outrageously deluded mind, he won’t give it the time of day, or night, or anything inbetween. It’s all about the gas my friends.

With his Autumn Statement came many expectations from the climate and energy hawks amongst us, and it’s pretty safe to say that effectively all of them came to fruition as he stood defiant and commanding at the microphone, with an air which seemed to suggest he knows what he’s doing, and what he’s doing is in the best interest of us all. May have to think again on that one George.

It’s no secret that Mr Osborne and fellow energy minister Ed Davey generally sit at either end of the scale when it comes to the future of renewable energy and a low-carbon economy in this country, with the Treasury becoming increasingly characterised as the evil, gas-guzzling, fund-slashing body that it pretty much is. All the while, Davey is effectively fighting an uphill battle on every aspect of energy policy within the coalition, and despite having what should be powerful and influential bodies backing him, such as DECC, BIS and the CBI, he is being consistently shortchanged.

I will admit just quickly however that what Davey managed to achieve with the Energy Bill announced just last week was most probably the very best he could have gotten out of such a confused and lost government, and in many ways there’s plenty to praise about it. Contracts for difference and a multi-billion pound fund set for low-carbon projects and the development of a single counter-party setting the price alongside a capacity mechanism which could work means there’s plenty of good things going renewable’s way.

There was of course a huge omission in the delaying of the decarbonisation target decision until 2016, and the idea of excluding carbon-intensive industry just boggles the mind, but considering what Davey was actually up against, I find it hard not to applaud him. When you’ve got people like John Hayes and George Osborne throwing their weight and silly statistics around it’s damn surprising he got anything done at all.

So it must be a real kick in the teeth, groin and all other areas to Davey to hear what the Chancellor has planned for the UK energy market over the coming years, whilst he fights even harder to produce the goods over in Doha. Undoubtedly he knew some, if not all aspects of the announcement today, but that can’t make it any easier.

Here’s something I don’t get; offshore oil. As a whole, I simply don’t understand what our global obsession with this wonder-drug fuel source is. It’s dirty, it’s expensive, it requires massive amounts of resources to build, is highly damaging to the environment and so painfully, obviously dangerous in light of recent events (or in fact its entire history) that it astounds me we still continue to advocate new leases and permissions for these things. I mean, who thinks it’s a good idea to slap one of these beasts in the pristine Arctic Ocean? Come on guys, really?

This sheer confusion of mine has been ratcheted up another level as the infamous BP finally gets the bill for it’s excessive throwing up of oil all over the Gulf of Mexico in the now almost myth-like Deepwater Horizon spill of 2010. The sum - a tasty $4.5 billion, and criminal sentences of manslaughter for two supervisors who were deemed responsible for making sure such drilling platforms didn’t spontaneously explode, but failed to do so. The crux of the legal ruling? ‘Gross negligence’, which I think sums it up pretty nicely. 

So that’s a mighty fine slap on the wrists for BP then. Company-reputation is no doubt tarnished for life, although it didn’t take a court ruling to make that point obvious, and the damages they’ve been paying out since the event reach into the tens of billions. The world over now sees offshore drilling for what it really can be; a horribly dangerous and potentially catastrophic process of extraction which surely does not warrant the time, effort and money spent on it.

And to take this even further, in what seems like a brutally ironic twist of fate, just a day after this ruling was complete, another oil rig based in the Mexican Gulf went up in flames too, with at least four missing and two possibly dead. I’m not one to call into play an ‘Act of God’, but that kinda stinks of something trying to be said right? 

So you’d think with all this negative attention and bad karma within the offshore oil industry that we might be seeing the beginnings of the end for the whole enterprise, or at least of this form of reckless and risky drilling. Unfortunately, I don’t think that happy eventuality will be coming along anytime soon. 

The fines BP are being charged, that $4.5 billion, that is barely change for a company as large and wealthy as they are, and is completely trumped by litigation charges and settlements BP will be handling outside of court on the ground of Water Protection Acts and private nuisance. However, this is to be paid out over several years, not in one big wallop, and indeed, BP is not short of cash. The US Department of Defense for one has contracts worth $2.2 billion a year purely to be provided with fuel from the multinational corporation, so in effect, the DoD would have paid off these fines in just over 2 years. More irony?

UK Wind energy has taken what can only be described as a potentially fatal blow in recent weeks, mostly due to our fancy new and obviously yet to adjust himself Energy Minister John Hayes, who slammed the industry in a poorly veiled release of emotion to various newspapers and public arenas. 

His view brings to light issues which many of us were deeply worried about when he took position as the senior governmental minister presiding over energy matters, those pertaining to renewable energy and in particular wind farms, both on and offshore. He was well known for his relatively open anti-wind stance years before his new job was offered, but plenty hoped this rather large crease had been ironed out in the process of waking up and smelling the climate coffee. Apparently not.

John Hayes is a believer of many things wholeheartedly and affectionately, including things like gas, nuclear and domestic offshore drilling, but not of a future where the UK is ‘peppered’ with detestable wind farms ruining ‘this green and pleasant land’ to which he has taken it upon himself to be the guardian of. It is pretty certain that the UK will meet and possibly even exceed its wind deployment targets for 2015 and 2020, and we could undoubtedly carry on far beyond these ageing goals and continue to lead Europe in the generation of purely wind powered electricity, but Hayes doesn’t want that. His view: ‘enough is enough’ on the wind front; we’re going to reach our goals and therefore we should stop blighting the landscape with the bloody things. Because that will solve climate change won’t it John.

Aside from his complete ignorance and obvious political gaming on this subject, in the face of a shambolic energy policy, Hayes did raise one important point, albeit a painful one [for me at least] to come to terms with. If wind is to be deployed on any greater scale then it currently is, investigation and surveying into the impacts on communities must be taken more seriously than it is now for them to come to accept turbines in their backyard. 

I personally feel that he said this to simply placate the environmentalists and wind industries out there who may be more angered than most if he had just outright stated his genuine dislike for the technology, but it can be read in another, more rational way.

We are a nation of ‘NIMBY’; we hate to have what is left of our humble British landscape marred by a dirty great wind turbine in our ‘backyard’ or a farm miles offshore polluting our view of the abundant shipping lanes, and this is precisely the reason why the industry hasn’t exploded like it should have done years ago. The UK is a windy place, and a consistently windy place at that, and a lot of the regions where the gusts hit the highest speeds, very little tends to exist, even if that may be due to constraints with the topography; think Scottish highlands and you’ll get this gist.

Peak oil. It sure is a well-worn term these days isn’t it. For how long now have all manner of ‘ists’, from economists, scientists, geologists to cultists been dreading the fateful day when global oil production slips past it’s highest point of generation and begins the disastrously slow tumble into the abyss. Has it come yet?

For many environmentalists and clean energy advocates, the coming of the peak age was something to be heralded, a point in time when big oil conglomerates and lobbies would finally get what was due, a humongous kick up the ass and warning bells so loud they would have no choice but to change their ways. Of course, and I must admit I fell prey somewhat to this foolish dream, this was never, ever going to actually happen, especially knowing what we know about these rich black gold-diggers and planet-wide market forces. When peak oil eventually strikes, they will simply dig even deeper and ravage even further to continue selling what they love best - oil and gas. Well folks, looks like we may have reached the next level of ignorance.

Based on a report by famed energy expert Leonardo Maugeri, published with the Harvard J.F.K. School of Government, the world is far from it’s final days of generous oil extraction, oh far far from it. According to his worryingly optimistic and frankly laid-back assessment, the current daily generation of 93 million barrels will exceed 110 million by 2020, the largest increase in per-day extraction in a decade since the 1980s. How, you may ask, is this even possible? I thought the world was drying up and oil was on its deathbed, ready to be succeeded by its ‘cleaner’ bastard son natural gas. Let’s look to America and Canada for the answer - fracking and the release of so-called ‘unconventional’ oils. 

By now we should all know roughly what fracking, or hydraulic fracturing, is all about. The bottom-line is that it really is not good for the environment, in so so many ways it would be silly to list them here. However fracking, and the jointly terrible extraction of both shale oil and oil shale (look it up, surprisingly they are two different things, both bad news) are completely rewriting the peak oil history books. With this new technology, the once scared and struggling oil companies, fearful of their future without reserves, can begin to restock and resupply on a scale practically unheard of until now. It’s estimated that a particular shale formation underlying North Dakota could hold as much untapped oil as a small Persian Gulf nation, without all the political risk and instability. How absolutely perfect for the Americans.

Add to the mix the unimaginably oil and natural gas reserves resting under most of the northern parts of Canada and Alaska, of which more becomes available as the Arctic ice caps melt and recede, and we’ve got enough oil to last us a goddamn lifetime of frivolity and combustion. Given Canada’s recent stance on global climate debates, notably the Kyoto Protocol, it would not surprise me in the least to see them capitalise on this newfound glory to its fullest extent, draining the land beneath them and flooding the market with sweet oil. Even though this ‘unconventional’ stuff is terribly hard to reach and even more difficult, costly and damaging to refine, the big companies will do it anyway, as it’s just what they know best.

Germany’s renewable share for the first half of 2012 has recently been released, and guess what, they’re thrashing the majority of EU nations comfortably, reaching 26% overall, a staggering increase from 20.5% during the same period last year. That means that over a quarter of the energy filling the German grid was produced purely by renewable means, and that is something they should be seriously proud of, and rubbing in our faces, as I’ll explain below.

What is even more interesting about this event, is the specific mix of renewables used in accomplishing this task. Wind sits in gold medal position with 9.2%, with biomass (surprisingly) taking second with 5.7%, whilst solar PV follows closely behind with 5.3%, expanding by over 40% in comparison to last year. That alone is an impressive stat to contend with, and was no doubt bolstered by Germany’s generous FiT, which although was recently slashed to save on funding, has been highly successful in generating consumer interest in solar as a viable energy alternative. 

Hydropower boosted 25%, up to 4% in the overall mix, with all other renewables completing the lineup. 

It’s no surprise that wind energy takes pole on the list given how perfectly flat, large and windy Germany as a landscape is, and their heavy involvement with the cheapest of all renewable technologies. Many have attributed the extra-impressive results to the weather this region of Europe has been experiencing over the past 6 months, with abnormally high winds spinning up the turbines country-wide, torrential rains over-powering the hydroelectric dams, and in the later parts of the year, intense solar radiations and clear skies bathing the abundant solar panels in beaming energy. 

Then again, attempting to diminish the feats achieved by the German renewable grid by stating it ‘was the weather which made it so damn good’ is a tad cheeky, considering the very point of many clean energy sources is that the sun and weather itself drives the production. If we have optimal weather, then they’re working exactly as planned.

What was surprising is the biomass share, which was much more than I thought had been invested in, with this form of energy generally not so high on a country’s energy list. I’m assuming that good recycling programs and clever biomass burning policies mean that Germany’s energy production is relatively high here, although actual year-on-year growth has been the smallest in this sector, just 7.5%.

There’s no denying the weather has been really quite screwed up of late, and this isn’t just on a local scale but a global one, affecting small and large nations alike. 

Currently, large parts of SE Asia such as Beijing and Japan are suffering horrendous flooding after record-breaking precipitation falls for weeks on end, and there have been similar historical rains in many areas of Europe, the UK in particular. Alongside this, intense drought and insolation has been baking most of the entire United States for weeks, severely damaging crops across the agricultural belt of the continent and knocking food prices up globally, stirring fears of yet another food crisis if the weather is to continue.

Storms and hurricanes are of much higher magnitudes, striking with little warning to those in their paths, and regions of the globe so comfortably used to heavy snowfall and consistently cold winters are enduring some of the driest, mildest and frankly oddest seasonal variations seen in decades, perhaps centuries. 

One theme slashes through all of these freak events like a warm knife through butter; the frequency and rapidity in which our weather systems are flipping from one extreme to the other is unprecedented in this day and age, and wouldn’t even fit into normal life some centuries past. Torrential rain which may have sat in place for weeks will be abruptly interrupted by beaming sunshine and glass-clear skies for yet more weeks, before thunderstorms and intense winds complete the freaky cycle. The fact these events are occurring within the same month, let alone the same season is reason to worry enough, and in many parts of the world, many are winning gold medals in trumping historical weather readings from as far back as records began.

Only recently NASA has posted studies demonstrating how far this weather screwing has gone. At some point during mid-July, the Greenland ice sheet, one of two major ice bodies on the Earth’s surface, the other being the Antarctic, experienced thawing of up to 97% of the entire ice mass, that’s 97%. For context, normal values read around 50% for the same time of year. This happens due to warming of and melting of the much thinner coastal ice and glaciers as summer comes round, and despite rates increasing steadily over recent decades, this year more than ever data fly through the roof. What makes this event so shocking, is that the normally impregnable central ice, which exceeds two miles thick in many places, melted just like any other part of the sheet, albeit to much shallower depths. 

This scared scientists and followers alike as it not only flags up warnings in regards to future sea level rise and glacier loss, but such injections of fresh water can set up yet more complex and potentially devastating feedbacks in the ocean-atmosphere system, making things exponentially worse. Although much of the central meltwater will refreeze before long, it shows clear signs that the extreme weather we’ve been seeing can and potentially is having a direct effect on ice sheets globally, and the results can be incredibly quick and powerful. After further study, it’s suggested some 70% or more, perhaps even 95% of the melting can be attributed to climate warming and it’s associated impacts on weather systems.

However, it is necessary to note that this sort of abnormal melting does seem to occur in 150 year cycles, with the last in 1889, and therefore some of the alarming data can be tempered with this in mind, but this should not take away from a few key points. The fact that this sheet has experienced melt like this in the past, when man-made warming could not have been in effect, is important, but not absolute; if we see this melting occurring more commonly over the next few years, we’re seeing clear signs of breaking the natural flow of things. Even if we don’t, it’s a stark reminder of what could easily happen to the ice sheets globally if we continue to pump GHGs into the atmosphere. To ignore this, natural or not, would surely be foolish?

UK energy policy is sure one confusing and constantly changing subject, with many recent news stories no deviation from this pattern. Us English and our government just love mixing and muddling our energy futures as much as we cash, sometimes for the better, sometimes for the worse, and sometimes it seems like it’s just for the kicks.

A little over half a year ago, I went to an open day for a course in environmental technology, energy and renewables at Imperial College London, and there I was given a brief talk regarding one of the key course options, aptly named ‘Energy Policy’. This was all very interesting and the main reason I intend to do a master there, but there was one particular comment which stuck with me, made by the course convenor.

He stated halfway through his introduction that, as a whole, “the UK government has tried every single energy policy ever thought of, and failed at most of them”. I feel this comment is pretty appropriate given the latest news on that very subject, of which I’ll brush over below.

Of late, the UK government and David Cameron have come to the decision to cut the solar feed-in-tariffs (FiTs) which are music to every solar-owner ears, which effectively pay the user for producing clean solar energy and feeding it back into the grid. This once sat at 21p per KWh, but is set to drop to 16p by August 1st, with similar drops on a 3 monthly basis, until the price is either frozen or adjusted once more.

This idea has provoked a stern response from many consumers of solar energy, who feel that these uncertain prices and abrupt slashes will deeply hurt the UK solar industry, which as we all know, is absolutely booming, both here and globally, and would be detrimental to everyone. However, these cuts must be made if the government is to be financially able to continue providing such FiTs, although many could argue their seemingly pointless endeavours into fossil fuel and nuclear could easily be rerouted to this sector. 

On the other hand, this new FiT is still highly competitive in the global market, and as we’ve seen in Germany, has continued to drive strong growth in solar sales and installations, and so we shouldn’t be too hasty to condemn it.
